Abu Dhabi

• Lead and manage the PSCM team of Contract and Procurement Leads and Administrators.
• Prepares the Contracting and Procurement Strategy for the execution stage of the Project.
• Execute and manage the PSCM processes employed within the Project ensuring alignment with the sponsor organisations where applicable.
• Oversee the placement and administration of all contracts and purchase orders within the Project, including the preparation of the RFP, pre-qualification, invitations to tender, evaluations and awards.
• Provide input to the key contract terms and conditions and ensure ongoing compliance with these key terms and conditions. Provide contractual support and advice to the Project Manager.
• Contribute to contract negotiations.
• Enhance supply market intelligence.
• Identify and manage key procurement and supply chain risks.
• Ensure compliance with all legal and taxation issues in PSCM activities.
• Ensure compliance with Project HSSE and quality policy within areas of influence
• Maintain a business ethics policy linked to award of contracts and purchase orders.
• Support Quality Health and Safety Environment (QHSE) activities, policies and objectives of company and compliance with the laws and regulations of UAE. This includes participating (when requested) in QHSE audits, office inductions, incident reporting and review of QHSE performances as applicable.

• Bsc Engineering with 10 years of experience

The PSCM Manager should possess excellent analytical and interpersonal skills as well as demonstrable expertise in contract management processes, particularly stakeholder and vendor/contractor relationship management.

Other advantageous technical competencies are as follows: -
• Demonstrated negotiating and influencing skills;
• Understanding of both International and UAE contract law and approvals processes;
• A knowledge of procurement, innovative procurement practices and governance processes, such as tax, insurance, HSSE and ethics

Experience of working in a foreign joint venture and with a multi-cultural team would be advantageous although not essential.
